Australians for Better Government held its inaugural event on Sunday, May 25, which you can now watch on Commanding the Narrative (see below).

In my address to the audience, I highlighted that while the Prime Minister leads the cabinet, there is no separation of powers between the Legislative and Executive branches of Government.

The Legislative branch is the Parliament (House of Representatives and Senate), which has the power to make laws. The Executive branch implement the laws passed by the Legislature. The Executive should be led by the Governor-General, with Ministers that run their respective departments.

However, the convention has been that the Prime Minister selects their Ministers from their own Government. This is despite the Prime Minister not being mentioned in our Constitution when it relates to the Executive. 

Inr Constitution, there is one line that completely wrecks our system of Government - that is the ‘Ministers to sit in Parliament’ line in Section 64.

This line states: ‘After the first general election no Minister of State shall hold office for a longer period than three months unless he is or becomes a senator or a member of the House of Representatives’.

This limits the talent pool of potential Ministers to the sorry sods we have in Parliament. This is how we get Richard Marles as our Defence Minister, despite having no prior experience in, or exposure to, the military.

Another example is Chris Bowen, who is Minister for Climate Change and Energy. Blackout Bowen is clearly not a climate scientist, nor does he have any prior experience in the energy sector.

As an alternative, a successful referendum could remove the ‘Ministers to sit in Parliament’ line in the Constitution, which would allow the Governor General to nominate Ministers from the broader Australian population.

In my address, I identified General Peter Cosgrove as a potential Defence Minister if we were to delete this line.

The Hon Dr. Gary Johns joined me to discuss what we need to do as a Country to address Aboriginal disadvantage.

Along with being the author of the book ‘Burden of Culture’, Dr. Johns is the Chairman of Close the Gap Research, which aims specifically to raise the living standards of Aboriginal Australians facing hardship. Dr. Johns argues that changing our mindset will be far more effective that $Billions in Government handouts.
